You have the right to get help in case of illness, if you are homeless or in livelihood security, This is stated in our Federal Constitution (Art. 12).
Health insurance is compulsory in Switzerland. All basic treatments are covered.
Sick people can apply for emergency help if they are sick. It doesn't matter whether you have a permit or not.
